Veterans Benefits

In compliance with the Veterans Benefits and Transition Act of 2018, Missouri State will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries or other institutional facilities, or the requirement that a Chapter 31 or Chapter 33 recipient borrow additional funds to cover the individual’s inability to meet his or her financial obligations to the institution due to the delayed disbursement of a payment by the U.S. Department of Veterans Affairs provided the student.

Virginia State Approving Agency Grievance Policy 19.1

The purpose of the Student Grievance Policy and Procedures is to provide a fair and orderly process to resolve grievances. Grievances may include, but is not limited to, concerns and/ or disputes between a student and an instructor or school employee; grade dispute; discrimination based on race, age, sex, disability, or sexual harassment.

The Director of Education is responsible for overseeing the process and resolution of a grievance. If a resolution is not attained after going through all channels, the President of VTA will review the case and make the final decision. This procedure will apply to all student grievances.

To maintain good will, a grievance shall be raised within five (5) calendar days following either the event giving rise to the grievance or within five (5) calendar days of the time when the student reasonably should have known of its occurrence. Every effort shall be made by all parties to expedite the process and to first attempt an informal resolution.

A student who is experiencing an issue with an instructor or administrative official must first attempt to resolve the issue informally by discussing the grievance with the person with whom the issue exists.

If the grievance cannot be resolved informally at the first step, then a written grievance must be initiated by the student within fourteen (14) calendar days from the date that the student initiated the informal discussion. A Student Grievance Form is available from the Director of Education, and the completed form should be turned in to the Director of Education. The Director of Education will review the case and render a written decision within 14 calendar days.

If the student is still dissatisfied with the outcome, he or she may write a letter to the VTA President, requesting an appeal and review. A Letter of Appeal must be submitted to the President within 14 calendar days from the date of the Director of Education’s written decision.

The VTA President will review the case and make a final decision within 14 calendar days from date on the Letter of Appeal.

If the student has exhausted all available procedures established by VTA and feels the resolution is still not satisfactory, he or she may contact SCHEV as a last resort in the grievance process. For students who are veterans, the Virginia State Approving Agency (SAA) is the approving authority of education and training programs for Virginia. While most complaints should initially follow school grievance policy, if the situation cannot be resolved  at the school, the beneficiary should contact the Virginia Department of Veterans Services by email: saa@dvs.virginia.gov.
